Qatari Diar Launches First Phase of $29.7bn Alam El-Roum Project on Egypt’s North Coast

First phase includes $3.5bn in direct cash investment and is scheduled for delivery starting in 2030

Prime Minister Mostafa Madbouly witnessed the launch of construction works for the first phase of Qatari Diar’s Alam El-Roum project on Egypt’s North Coast.
The project is being developed through a partnership between Qatari Diar and the Egyptian government.
The development represents one of the largest urban and tourism projects in Egypt.
It has total investments of $29.7 billion, including $3.5 billion in direct cash investment.
The first phase is scheduled to begin delivery in 2030.

Prime Minister Witnesses First-Phase Construction Launch

During his visit to Matrouh Governorate, Prime Minister Dr. Mostafa Madbouly inspected and inaugurated several service and development projects.
He also witnessed the launch of construction works for the first phase of Alam El-Roum.
The project is being developed by Qatari Diar in partnership with the Egyptian government.
The Prime Minister was received at the project by Eng. Randa El Menshawy, Minister of Housing, Utilities and Urban Communities.
He was also received by Sheikh Hamad bin Talal Al Thani, CEO of Qatari Diar.
Several senior officials from the Ministry of Housing and Qatari Diar also attended the event.
Madbouly reaffirmed the government’s continued efforts to support comprehensive development across Egypt’s Northwestern Coast.
He highlighted the area’s promising resources and competitive advantages.
These advantages have attracted growing local and foreign investment.
Moreover, they are supporting the development of integrated urban and tourism projects.
The government also aims to transform the region into a sustainable tourism, urban, investment, and development destination.

Government Supports Investment in the Northwestern Coast

Madbouly also highlighted the directives of President Abdel Fattah El-Sisi.
The President has stressed the importance of implementing integrated development plans across the Northwestern Coast.

Sheikh Hamad bin Talal Al Thani, CEO of Qatari Diar, presented the first-phase development plan and timeline.
During the tour, Prime Minister Madbouly and the accompanying delegation reviewed the project’s master plan.
Sheikh Hamad said that Alam El-Roum is one of Qatari Diar’s largest integrated urban and tourism developments worldwide.
He also described it as the company’s largest project in Egypt.
The project covers a total area of 20.58 million square meters.
It also features a 7.2-kilometer waterfront promenade along the Mediterranean.
The master plan combines residential, tourism, commercial, cultural, entertainment, educational, and healthcare uses.
The vision aims to create a modern and sustainable community for future generations.

First Phase Covers 4 Million Square Meters

Sheikh Hamad explained that the first phase represents a strong standalone development.
It extends across 4 million square meters.
The phase includes 1.4 million square meters of total built-up areas.
It also features a 2-kilometer beach and waterfront promenade.
The phase includes natural lagoons connected to the sea and suitable for swimming.
It also provides facilities for yacht activities.
In addition, the phase includes artificial swimming lagoons covering 195,000 square meters.
Open spaces account for approximately 85% of the first phase’s total area.
The city center will also include a marina with capacity for 50 yachts.
Furthermore, the phase will feature four hotels with more than 1,000 hotel rooms.
It will also include sports centers, retail stores, and international restaurants.
The first phase is expected to create approximately 30,000 direct and indirect jobs.
It represents investments of up to EGP 220 billion.

Alam El-Roum to Feature 22km of Open Lagoons

Sheikh Hamad also highlighted the project’s wider master plan.
It includes 22 kilometers of lagoons directly connected to the sea.
These lagoons will integrate with waterfront promenades and extensive beaches.
The entire project will also include 850,000 square meters of artificial swimming lagoons.
Moreover, Alam El-Roum will feature an international marina equipped to accommodate up to 370 yachts.
It will also include a local marina with capacity for 120 yachts.
The project will feature an 18-hole international golf course.
The golf course will cover approximately 980,000 square meters.
It will also offer direct sea views.
In addition, the project will include more than 3,500 hotel rooms.
These rooms will be distributed across a range of international hotels and resorts.
As a result, Alam El-Roum aims to become a regional hub for yacht tourism, sports, and international events.

Walkable City and Sustainable Development

Sheikh Hamad explained that Qatari Diar’s urban planning philosophy is based on the concept of a walkable city.
The development will include an integrated network of pedestrian and cycling paths.
It will also provide smart mobility solutions.
Furthermore, the project will apply advanced environmental sustainability standards.
These standards will support efficient water-resource management.

Sheikh Hamad bin Talal Al Thani, CEO of Qatari Diar, said:
